Job Description

Reporting to our Chief Information Officer (“CIO”), the IT Portfolio Manager will be a member of the IT leadership team and will assist in the ongoing development and implementation of our enterprise IT strategy. The IT Portfolio Manager will lead a dynamic and complex IT integration and implementation effort, responsible for overseeing all tasks in support of our projects. This individual will contribute to ensuring that all activities assigned to the IT teams are performed in a timely manner while maintaining the highest quality of performance.  The candidate will interface with business units and IT resources and use oral and written communications skills to develop great working relationships.  This position is based at our Administrative Office (HQ) in Irving (Las Colinas), Texas.

  • Establish and manage the full portfolio of services, projects, and work management framework in concert with the IT leadership team

  • Work across the organization to develop definitions, descriptions, processes, and workflow across all IT services and deliverables

  • Facilitate the continuous review of the IT portfolio to ensure allocations and priorities are in alignment with the business imperatives and goals

  • Proactively monitor and share key performance indicators (KPIs) to ensure the portfolio is meeting the needs of IT and the business units

  • Assess and report on the collection of decisions, activities, performance, issues, and risks across the IT portfolio

  • Oversee all templates and technologies that support foundational process maps, procedures, and transparent reporting processes for projects and services including TFS workflow

  • Implement, maintain, and continuously improve the framework, methodology, systems, and processes for IT portfolio management

  • Select, prioritize, balance and decommission IT portfolio components to ensure strategic alignment across IT

  • Assist in shaping and spearheading a customer service mindset across the organization

  • Manage the IT portfolio as the system-of-record for identifying new systems, changes to existing systems and/or projects and ensure alignment with business goals

  • Oversee all agile Scrum related activities, including sprint planning, sprint ceremonies, and client demos

  • Manage team members and work with product owners on an active basis to maintain product backlog and sprint activities

  • Remove obstacles and manage risks to enable team efficiency and effectiveness

  • Ensure all agile Scrum activities are tracked and kept up-to-date

Job Requirements

  • BS in Computer Science, MIS, or five (5) additional years of experience in lieu of degree

  • Minimum of 4 years of experience in managing or performing software development projects using an Agile Scrum approach

  • Understanding of all elements of the software development lifecycle, including planning, development, requirements management, CM, quality assurance, and release management

  • Experience with continuous integration and test-driven development/design practices 

  • Ability to apply agile Scrum estimation techniques to software development efforts

  • Ability to identify and manage risk

  • Strong leadership and organization skills with excellent communication (written and verbal), time management, project planning, people and team building skills 

  • Experience in developing and executing plans, meeting deadlines and operating under tight time constraints

  • Ability to apply advanced principles, theories, and concepts, and contribute to the development of innovative principles and ideas

  • Experience with Team Foundation Server

  • Experience with industry leading project/portfolio management solutions/tools

  • Local (Dallas/Fort Worth area) candidates only – no relocation

  • Must be currently authorized to work in the United States without sponsorship and not require sponsorship in the future


  • Minimum of 7 years of software development experience using languages like C, C++, C#, Java, or .Net, etc...

  • PMP, PMI-ACP, Certified Scrum Practitioner (CSP) or Scrum Master (CSM) certification

  • Experience with Scaled Agile Framework (SAFe) 

  • Experience with Service Oriented Architecture frameworks 

  • Experience with Business Process Management tools 

  • Experience with test automation techniques and tools
